Lead balance designed David Kim hints a few changes that might possibly be implemented in the next balance test map. Apart from those mentioned in the title, Blizzard are also looking to further improve Terran mech.
The balance team are discussing about nerfing Protoss a little by decreasing the duration of Photon Overcharge from 60 to 40 seconds. According to David Kim, while the aggressive option that the Mothership Core provides are great, its defensive power might be too strong. A 60-second Photon Overcharge cuts into Terrans' and Zergs' early-game harassment options and decreasing the duration of the spell by 20 seconds should open more opportunities for these two races to punish a defensive Protoss.
The proposed change for Zerg is additional increase to Roaches' movement speed while burrowed. Their speed was already improved once in the November 11 patch from 1.41 to 2 and now the SC2 balance team is thinking into pushing it all the way to 2.25. According to Kim, of all the changes implemented in said patch, the Roach buff had the smallest impact and they're hoping that through an incremental increase they can find the sweet spot.
Finally, Kim and crew are planning to buff Terran mech some more (the last patch merged the ground and air upgrades and increased the fire rate of siege tanks). A few of the suggested buffs that Blizzard want the community to comment on are higher armored damage for siege tanks, easier access to EMP and buffing mech air.
Before any of this is implemented, however, Blizzard will gather community's feedback. Once the community has been heard, the team will work on implementing (or not) the features into the test map.
