Valve released information the second part in the three part update, this one is about Custom Games. For all of those who don't know, DotA was also a custom game of Warcraft 3. Custom Games will be integrated in DotA 2, they'll be made by the community and will be playable within DotA 2.
"These games can be anything from a grand brawl between ten Invokers, to a story-driven dungeon adventure, to something creative that no one has seen before. For us, Custom Games represent a continuation of the tradition that gave birth to Dota, Team Fortress and Counter-Strike. We'd like to build an ecosystem where you can experience something new every time you launch Dota 2"

How to play:
The Custom Games will be very well integrated in the new User Interface and you'll be able to play them with your friends, spectate your friends' game and even vote on CGs. Each game will have a custom "launch" page and you'll be able to easily go to a lobby/match with the lowest ping availabe. Players willl also have the ability of browsing and creating lobbies for these games as well.
Developer Tools:
Steam Developer Tools will be used to create these games and can be used by anyone who have the creativity and knowledge. The new editor features include a Material and Model Editor, Particle Editor and Developer Console.
