Ashur (Delphi interface) and Lasgo (c patch code) that lets you tweak and change all your hotkey commands to keys of your own choice. It will only work in the English version of BW. It does not work in the German version but there is already an application called DoxStar XP that does this. Nor will it work in any other language. Koreans have already a similar application or they use StarKey.Here at Starcraftgamers we have a Feature article that essentially guides you through doing exactly this for any language. A little more tedious approach but you learn a little about the inner workings of Starcraft if you do it the hard core way. The above program will of course be a much easier way to change your hotkeys.

Is it fair? I will let our readers decide that. Is it a third party program? Legally not. Personally even arguing about whether its fair or not is pointless considering that there is a different keyboard out there for almost every language, with different key distributions!
Now the problem with hotkey manipulation programs is that they may themselves be tweaked and turned into a 'hack' by allowing auto-cloning, multiple buildings on one hotkey, etc. But this is another discussion in itself. This program fortunately does not let you do this.
