This is unfortunate news for the teams that could not attend DreamHack Winter; as for reasons why they could not, no further details were disclosed by DreamHack and MSI.
On the other hand, it's a huge opportunity for the three new teams coming in: HoNPortal.org, DreamHack Summer 2011 finalists Reason Gaming, and the freshly-sponsored Druidz Omega. These three Swedish teams were likely to attend their country's massive LAN event anyway, which opens up the field of the DreamHack BYOC event that will determine the last two remaining spots in the tournament.

The rest of the qualified teams have all confirmed their attendance to DreamHack Winter. Despite the departure of compLexity, Dirty Minds, and DuskBin, the tournament still looks to be the most competitive Heroes of Newerth LAN event yet.
